ROYSE CITY – A memorial service was held Saturday at Royse City High School for the wife of Royse City Mayor Jerrell Baley, Ouida Ruth Baley, who passed away Feb. 17 at age 64 after a brief illness.
Recognized as the First Lady of Royse City, she was known to many as “Miss Ouida,” after working in the Royse City school district as a teacher’s aide and school bus driver for 33 years.
She and her husband were married for 44 years. Other survivors include: son Michael Baley and wife, Dana, of Royse City; son Patrick Baley and wife, Misty, from Rowlett; twin brother Butch Howell and wife, Donna, of Royse City; sister Fraya Fisk and husband, Paul, of Royse City; four grandchildren and numerous nieces and nephews.
